How should we be prepared after the Jan 22 Cap on admissions for International Students announcement?

On Jan 22 2024, Canadian government announced that it will establish an intake cap on international student visa applications for the next two years in order to moderate new growth.And below are the key takaway notes for the announcment:

1) A decrease of 35% from 2023 (around 360,000) of international students study permit will be approved in 2024
2) Starts from Jan 22, every study permit application submitted will require an attestation letter from a province or territory.
3) Starts from Sep 1, PGWP for Public College-Private Partnerships graduates will NOT be issued.
4) Open work permits for spouses of international students will only be available for certain advanced degree programs.
The above changes lead us to the questions as below:

1. Will the study permit renewals be impacted?
2. How about the current Study permit holder, will they get their PGWP after graduation?
3. How about the study permit application filed before 22 Jan?
4. When and where can I find the revised list of eligible DLI?
5. Can I still apply for SOWP from my spouse under my current Study permit?
6. How do the changes impact to the pathway to immigrate into Canada?
Meanwhile, while we are awaiting for the next announcment, it is always good to prepare for the adaption in terms of the strategy we may apply on in order to increase the chances of granting for study permit, and below please see the recommendation from MayCan.
1) Avoid to pick the school which are having the Public College-Private Partnerships
2) Try to look for the program which at least in Master level
3) Try Not to focus to find schools locating in both Ontario and B.C, but to look for them from other provinces like Alberta, Manitoba.
